Amy and Family: I was lucky enough to have worked with John for several years at EMI, most of it as his secretary. He was a wonderful boss and friend. He was always kind and caring about all his staff, routinely taking walks to offices to talk to the staff and make sure everyone was OK. My current boss is much the same way, but they're the only two SES I've encountered who did that. John truly loved his family, and as his secretary, he shared many memories of beloved moments with all of you. He talked about you Amy, the love of his life, the kids, and brothers and sisters. He was a family man who loved you all very much. I'm sure this will leave quite a void in your family, but hang on to those precious memories - they will be what sustains you in the days ahead. I want to thank you for your friendship and graciousness for always hosting our Christmas parties at your home in Fairfield - those were so special for all of us. I'm praying for peace for all of you as you deal with your loss. Much love to you and your family.

John and first born, Alison, at 5 ½ weeks. David and I have known John and Amy since our University of Hawaii days in the late 60’s. We were there for their wedding and then John was the Best Man at ours and Amy was very pregnant. The love in this image represents the man we knew. Underneath all the gruff college bravado was a tender, loving man who was so proud of his little girl. It’s one of our fondest memories that he came to our apartment in the middle of the night after Alison was born; he was too happy and proud to wait until morning. He had to proudly proclaim that Amy had just delivered their beautiful daughter; he was so happy to be a father. We watched the family grow over the years and that love and pride were constant. With John, with the grandkids, and always with Amy. We will miss our dear friend.

What a wonderful man. I first met John on my house hunting trip in 2001. One of the most personable SESs I've met in 33 years of civil service. I was sad to lose him from my chain of command in 03. He was just as nice when I didnt work for him as he was when I did. John was not only a fantastic manager, he was a Gentleman.

Dear Amy and Family, John was absolutely, without a shadow of a doubt, the best boss I have ever had the honor of working with. And it was working with, he never made you feel like it was working for . . . He used to come sit on my desk, lean over and say, what can I get out of your way this week so you can do your job? And he would listen when I told him what I needed to be the best EMI employee I could be. But he did that for every EMI employee during the late 1990s. It was freeing and motivating. And when John went to Customs and Border Protection, he made an agreement with EMI that had Bernice and I go down to Brunswick and give 2 cohorts of his training specialist employees the entire Master Trainer Program so they could all advance in their careers. McKay family, on behalf of the entire FEMA Emergency Management Institute (EMI) team please accept our heartfelt condolences at John's passing. As a former Superintendent, John was a legend on campus! I vividly remember the first courses I attended on campus as a young emergency manager. John greeted the students in every course on Monday morning, and instantly established an inviting and professional atmosphere for everyone. I've thought of him every Monday morning since I've had the honor to provide those same greetings. John was a consummate professional and will be deeply missed by all of us at EMI. Mckay Family,
I am so sorry to hear of the passing of Mr. McKay. I have so many fond memories of him growing up as I spent so much time with Alison and at the house. I remember going out on his boat and the cool sports car he had! When I came over he would often sing a song to me “Bekah, Bekah, Bekah, the beautiful blue eyed blonde”. He was such a loving dad and for many years of my life he was like a second dad to me. Alison and John, I lost my dad as well and I know how hard this is. Mrs. McKay - I know you must be lost after being by his side for so many years. May god bless all of you. What a wonderful and special life he led....
