Shirley, Sherry and Pam, I am sorry to hear of Phil's passing. I know he suffered for the past few years but we know he is at peace now. I have so many fond memories of the time I spent working for him and Shirley many years ago. I was a young man at the time, and Phil's high professional standards has made a lifelong positive influence in my life. I distinctly recall how myself, Raleigh and Larry were always very conscientious about our work, in order to meet "Daddy Carter's" high expectations! His leadership role in advancing the professional status of surveying in the State of Tennessee is his legacy, and is a testament to his good character. Thank you sir. Phil Carter was one of the first professional land surveyors I met when I interviewed to teach and was later hired at ETSU in the Surveying and Mapping Science program. He was warm and friendly and welcomed me to the program and the profession.
He was instrumental in helping to guide the program in its early days to become one of the premiere programs in the nation. He assisted with the ABET accreditation requirements and was a strong supporter in the greater land surveying community.
He will be missed.
